Add chopped onion and minced garlic; sauté until translucent.
Stir in diced carrots and cook for 5 minutes.
Add ground meat; cook until browned, breaking it apart.
Mix in the diced tomatoes and season with salt and pepper.
Chop the cabbage into thin strips and add to the pan.
Cover and cook for 15 minutes, stirring occasionally.
Adjust seasoning and add red pepper flakes if desired.
Remove from heat and let cool slightly before serving.
Garnish with fresh herbs before plating.
