In a large bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add eggs, milk, oil, and vanilla to the dry ingredients and mix until well combined.
Stir in boiling water until the batter is smooth.
Pour the batter evenly into the prepared pans.
Bake for 30-35 minutes or until a toothpick comes out clean.
Cool the cakes in the pans for 10 minutes, then transfer to wire racks to cool completely.
For the ganache, heat the heavy cream until simmering, then pour over the chopped chocolate and stir until smooth.
Layer one cake on a serving plate, spread ganache on top, and add sliced strawberries.
Place the second layer on top and pour the remaining ganache over the cake.
Decorate with more strawberries before serving.
