Rinse the split peas under cold water and set aside.
Heat olive oil in a large pot over medium heat.
Add chopped onion and sauté until translucent.
Stir in minced garlic and cook for another minute.
Add diced bell pepper and carrot, cooking until softened.
Pour in the diced tomatoes and stir well.
Add the rinsed split peas to the mixture.
Sprinkle cumin and paprika, mixing thoroughly.
Add 4 cups of water, bring to a boil, then reduce heat.
Simmer for 25-30 minutes, stirring occasionally, until peas are tender.
