Heat vegetable oil in a large pot over medium-high heat.
Add the beef cubes and brown them on all sides.
Remove the beef and set it aside.
In the same pot, add chopped onions and cook until translucent.
Stir in minced garlic and cook for an additional minute.
Add paprika and caraway seeds, stirring to release their flavors.
Return the beef to the pot and add diced tomatoes and beef broth.
Bring to a boil, reduce heat, and let simmer for about 1.5 hours.
Add carrots and bell pepper, cooking for another 30 minutes.
Season with salt and pepper, and garnish with chopped parsley before serving.
