In a bowl, combine flour and water to form a dough.
Knead the dough for about 5 minutes until smooth.
Cover the dough with a damp cloth and let it rest for 30 minutes.
In another bowl, mix ground meat, cabbage, green onions, soy sauce, sesame oil, garlic, ginger, salt, and pepper.
Roll the dough into small balls and flatten them into circles.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling and pinch the edges to seal.
Heat oil in a non-stick pan over medium heat.
Arrange the gyoza in the pan and fry until golden brown (about 3-4 minutes).
Add water to the pan and cover to steam for 5 minutes.
Remove the lid and cook until water evaporates and gyoza are crispy.
