In a large bowl, combine ground pork, carrots, green beans, cabbage, onion, garlic, soy sauce, salt, and pepper.
Mix the ingredients thoroughly until well combined.
Take a lumpia wrapper and place about 2 tablespoons of the filling near one edge.
Fold the sides over the filling, then roll tightly from the edge closest to you.
Seal the edge with a bit of water or egg wash.
Repeat the process until all filling is used.
Heat oil in a deep pan over medium heat.
Fry the lumpia in batches until golden brown, about 3-5 minutes.
Remove and drain on paper towels.
Serve hot with sweet and sour sauce or vinegar dip.
